If I read one Christmas book to the littlest person in my house, it would be this one. Portrays well the key role of the angels as messengers throughout the Christmas story.
Bright Christmas: An Angel Remembers by Andrew Clements
My older boys really enjoy this one. Beautifully illustrated.
